Mapping the Missouri Adult Abuse and Neglect Investigation System
When someone reports abuse of an adult with a disability, the process forward may take several pathways into the criminal justice system. The Missouri Adult Abuse & Neglect Investigations System (MAANIS) Map shows the possible paths that reports of abuse, neglect, or exploitation (ANE) can take through four state entities that receive and investigate complaints:
- Department of Health and Senior Services (DHSS), Adult Protective Services (APS)
- DHSS, Division of Regulation and Licensure (DRL), Section for Long Term Care (SLTC)
- Department of Mental Health (DMH), Constituent Services
- Medicaid Fraud Control Unit (MFCU)

The map helps to strengthen state and local level partnerships and collaborations to improve response to survivors with disabilities. It also serves as a resource for advocates, family members and professionals to better navigate Missouri’s reporting systems.
The University of Missouri-Kansas City’s –Institute for Human Development in partnership with and funding from the Missouri Developmental Disabilities Council developed the systems map along with the supplementary materials.
The Interactive Map and Resources
The map begins from the moment one of these state agencies receives a report of abuse, neglect, or exploitation. The map follows the report through the investigation and referral processes, and ultimately, leads to the possible prosecution of an alleged perpetrator.
